I have several Nexus S 4G devices which are unable to get PPTP connections over 3G/4G but if you enable WIFI it comes up instantly.

I use often use PPTP on my original HTC EVO. Just tested it now and it worked. 3G only, no 4G in my city.
I have seen MTU issues with PPTP on cellular networks before with Android. You might want to try clamping the MTU down on the server side. Cameron
