The puzzling thing is why anyone would want to transmit packets over their for-cost links with an address that wasn't from their network. Proper filters have other benefits aside from the obvious attack issues.

"aside from the obvious attack issues" I'm speaking from the admin's standpoint and not the perps. There is more than one benefit to using proper filters. Most people look at them as just a security problem, and not their problem at that.
