From www.maedulles.net it looks like a router based exchange, that is they run a router that everyone connects to for peering. A pair of GSR 12416's in fact. Evidently they think moving from layer 2 to layer 3 makes them "2nd generation". I'd say it makes them useless.
TAG changed their name to MAE-Dulles. My guess is to try to make people think they were somehow related to MAE-East.
I dunno about that.
