Flexibility. The "Other guy" can add/rm ASes without having to involve your policy.
I'm not questioning the use of them in the as-(in|out) statements. We use them heavily there and would be in a real mess without them. But I don't see the need in the inet-rtr.rs-(in-out) statements.
