Maybe he does not suspect enough clueless people exist to pay that premium? Starting LIR + company, costs about 4000EUR, this gives you /22 for LIR, putting IPv4 address price at <4EUR. You can do this as many times you want right now, and migrate the LIRs together to avoid subsequent YRC. -- ++ytti
