Been using FIOS served from the Pomona plant all morning with no issues, so I'd suspect it's a locational issue, not regional. Or per David's post, maybe it's dependent upon what you're accessing; I've been mostly VPN'd to the office (VZ -> Alter -> Savvis), which doesn't touch David's paths.
