the (icann accredited) registrar which accepted {bogus|non-verified|accurate} registrant data at some point in time less than 10 years ago which is now {bogus|non-verified|accurate|aged-out} is likely to be providing dns for the domain in question, or the dns is likely to be provided by the registrant, so the "packets [DO NOT] go into the scavenger queue."
