Frankly, when you hear people strongly using the argument stateful firewalling == NAT, you start to wonder if they've ever seen a stateful firewall using public addresses.
I'd hazard a guess that the number of hosts behind NAT gateways is an order of magnitude -- probably two-- greater than the number of hosts behind stateful firewalls using public addresses.
