Why would a question about connections between Europe and North America necessarily be better asked on a European mailing list than a North American one?

Perhaps the Europeans are more "on-topic" than the North Americans? Actually, I think that I'd class this one as a NANOG issue and the specific exchange mailing list issues. -- --bill
