Per the NYT article, the issue was the Egyptian "Intranet" -- people couldn't contact other sites within Egypt by host name, even though the routes were up, because they couldn't resolve .eg, .com, etc. --Steve Bellovin, http://www.cs.columbia.edu/~smb
