Back to a previous thread about this, "down" is relative to the importance of the resource. If something was affecting the Internet "globally", then you would need a more holistic indicator. I wonder if watching routing tables for route withdrawals or entire ASN's disappearing would be a useful way to do that. There are problems with aggregation and null routes, but it's a start. If they were able to get route views from multiple sites, it would be even more useful. -- batz
