For instance, RWHOIS server requirements could change, the whole whois directory could be significantly different, the requirements for additional address space could be tougher/easier/different... If you really want to join in to an informed debate then you should start by looking through the proposals at http://www.arin.net/policy/proposal_archive.html Then you should go to http://www.arin.net/mailing_lists/index.html where you can see the archive for PPML (ARIN Public Policy Mailing List) and subscribe to it if you have something to say.
