The fact that there is a lot of space assigned/allocated and not used in any easily observable way is well known to those who track the address exhaustion issue, I think.
The fact that addresses are not used in an observable way does not imply that the addresses are not used at all. It simply means that the observation techniques used are not perfect. --Michael Dillon
