I doubt it. The portability of Internet Addressing arises from the use of DNS. You wouldn't expect anyone to mandate that IMEI, rather than cellphone number, was made portable between handsets, would you? Making analogies between phone numbers and IP addresses has its limits. -- Roland Perry
