to enforce priority to emergency preparedness customers. It's
built into the language.
Command & Control, promoted by "policy makers" who "do not see
the shift".
You can't tell people what to do with their online experience. These
policies worked in the pre-Internet-on-a-device-en-masse age. They
don't work in 2020.
