Cogent and HE is still broken but then again, ipv6@cogent is still beta.
Cogent has never carried a full IPv6 table, and probably never will (or at least, not for a REALLY long time). They aren't using any IPv6 transit, and will only turn up peering with a handful of large networks as measured by their IPv4 peering stats.
