disa.mil or dla.mil contacts?

does anyone know a voice contact for disa.mil or dla.mil? i can't get through to whois.nic.mil or the disa.mil or dla.mil mail servers. and, yes randy, this isn't noc@disa.mil, but since their servers aren't reachable, noc is the mil nic, i thought i'd ask here.
