Ah, but if you return your legacy blocks, you're no longer a member of ARIN. Apparently those holding blocks from the old days are automatically made members, so there's a financial incentive from ARIN itself to avoid return of any historic delegation.
Um...no, that's not the policy. Only subscription holders are automatic members (meaning membership is included in the annual maintenance fee of ISPs). Kim
