Then, the only reasonable protocol for address resolution is ARP.
Even if you use DHCv6, you still need ND. DAD is still performed on addresses assigned via DHCPv6.
That is a requirement by SLAAC because SLAAC has distributed states, which can be inconsistent.
If RA is not used, there is no such requirement.
