I would say wanting to protect is one thing, but nothing flies without a little bit of force or persuasion. Currently you can have whatever in radb and nobody cares since it is not mandatory to consult this registry.
The RADB reflects the PRDB (and more, I think), so it contains the "NSF" info which you mention.
At NSF it was mandatory.
