We ran into an issue with RPi and Banana Pi hitting multi-hundred meg and 1 - 2 gig speeds reliably, and ended up using ODROID - https://www.hardkernel.com/. Also, Ookla (speedtest.net) have a software client that can be embedded in CPE gateway devices as does SamKnows. They're smaller than a Pi, and easy to set up - connect a USB power cord and an RJ45 on some cat-5 and away you go.
