George, My 2 pence worth: Networks do not crash of their own accord. Hardware failures may take a network out, but the highest, by far, culprit for outages is human error. If changes are not made, or closely managed, then networks will stay up. Steve.
Networks, as a general rule, crash of their own accord. That does not excuse hostile action against them, which is generally illegal.
