In my case it would be because my isp's has several of its own smtp server on many black hole lists for bring open relays. If you are Joe Blow private citizen, why would you need to run a mail server? Would you not use your ISP's, at least as a smart relay? If running a mail server is that important to you, just like registering a domain, you'll pay it.
