I'd love to hear the reasoning for this. Why would it be bad policy to force companies to use the resources they are assigned or give them back to the general pool?

Haven't these two (UK) agencies already said that they *are* using the resources that are assigned? They just don't happen to be advertised to the Internet *you* are connected to, apparently. Matthew Kaufman
