A SPAN port could satisfy an ISP's obligations under TitleIII/ECPA, but not satisfy CALEA.
What is required is TCAP information and bearer traffic. Typically delivered off the switch back to the LEA collector via a DS0. The TCAP information can be delivered in a multitude of ways.
