This is an automated weekly mailing describing the state of the Internet Routing Table as seen from APNIC's router in Japan.

Just guessing here, but I'd not be surprised if the explanation involved one or more of the phrases "BGP Flap", "temporary outage", "backhoe/shark/chucklehead". 4AM local might very well be inside a maint window too...
