I recommend some quality time with journals covering South Korea, broadband, online gaming and video rental.
Current peering levels suggest that it is cheaper to haul the traffic to a dozen or so points than it is to manage peering at several hundred points. Wasting bandwidth is a lot cheaper than wasting humans. S
