I meant to say "no one passes a packet without getting paid", specifically in response to his passing the beer in the stadium analogy.
Hurricane Electric offers free IPv6 transit to virtually anyone. We also provide IPv4 transit for free to a number of non-profit and community benefit organizations.
While it is true there are a few packets passed without payment, I'm pretty sure it's 0% of the total, to several decimal places.
Maybe 2 or 3 decimal places, but, I honestly don't have the exact statistic. Owen
