Pick your preferred link in, have them announce your /22, have the other provider announce the /22, just weighed. That way you are multi-homed with failover. It is very possible that the ISP doesn't support BGP, but more likely, I'd bet that the ISP has never configured BGP on the client end of their network, and aren't too anxious to figure out how to do so.
