The best time is usually a Wednesday at Noon or 11:00 in the impacted timezone. Of course, if the impact is worldwide then that would probably be UT1 :) --- The fact that there's a Highway to Hell but only a Stairway to Heaven says a lot about anticipated traffic volume.
