I don't think that John (who is probably no more clueful than Jane) knows about Google Public DNS either.
It's less about Jane and John than it is about a number of techs and IT folk who are not interested in global Internet operations. Those folk will ask Jane and John to "ping 8.8.8.8". Do it enough times, and Jane and John will be able to do it themselves, next time, as they hold on the phone for the tech to get to their spot in the queue. Same goes for CPE vendors... they don't necessarily care about global Internet operations... they just follow the trend, and that's how Jane and John become part of the problem.
The only problem is the less friendly IP address (although this will be less and less a problem with IPv6, since 2001:4860:4860::8888 is not really friendly). This can be partially mitigated with nice domain names, that an access or service provider can set up.
