We have open trouble tickets with Sprint, Cable and Wireless (formerly internetMCI), and Bay Networks (our router vendor). Our upstream providers have assured us that this is a major problem they are experiencing throughout their networks, and have open "master tickets" due to the volume of calls coming in.
