208.0.0.0/8 is an ARIN block, and ARIN has allocation data for the blocks immediately adjoining 208.64.200.0/22, but no allocation data for 208.64.200.0/22 itself, either in WHOIS or in the website. Nor does 208.64.200.0/22 appear to be "special" in any way.
