Do you by any chance know if anyone in the State of Pennsylvania has a /8 ?
I don't think so. The State Hershey Bethlehem Steel Prepent PSU CMU The City of Philadelphia (with two /16s) None of them seem likely to have an /8.
If not, do you have any suggestions on who would be a good delegate ?
I think that my dirty old Blue Jew Canoe (the 1988 Olds Delta 88 that I tool around town in) would make a good delegate.

So you seriously think that delegating /8s around to registries and potentially starting a bidding war for 'easy' address space (which can be obtained with money rather than demonstrated need and allocation history) is a good thing? Good thing the community doesn't trust you to guard our scarce resources. Avi
