Seems like ipvsomething.com is just another Internet entrepreneur who earns money from driving traffic to nonsense sites that host Google ads. He seems to think that the NANOG list is a good way to get such traffic both directly from curious NANOG members and indirectly from the URLs that get recorded in various NANOG email archives.
