Many times I've used 9600 or 2400 baud over dail-up for OOB of routers. On the other hand some enterprises use a seperate 1Gbps Vlan for management. Again it depends on the type of traffic (i.e. snmp(traps), telnet, ssh, graphical, web, syslog, netflow etc..).
