Not in all parts of America. Highway 18 here just got a full metal barrier separating the opposing traffic in much of the 4 lane section. 55 mph limit, lots of tight curves, about 18 inches separation between the opposing traffic, and a bunch of drivers that don't know how to drive around a curve.
