
If you're not a provider of wire communication services according to the definitions, they don't apply.
If anyone still cares, 18 USC 2510 defines the term, and it means a phone company, not an ISP. Enough already. (On the other hand, telcos seem to provide services that block calls from specified phone numbers, or that block calls with suppressed calling line ID, and I don't recall seeing large numbers of telco executives carried away in chains. The law that Dean has been selectively quoting is a law against wiretapping, and is written quite narrowly so that's all it covers.) -- John R.
