The telco simply needs to provide a free "Call Screening" service that you can activate on your line such that the telco terminates all calls with a message "Please enter <random three digit number> to ring the subscriber line". No valid code, disconnect the call. They still get to charge a termination fee to whomever handed the call to them. Additional features (whitelisting/blacklisting) available for extra charge. than
