Apparently it's been changed in the past 24 hours, probably as a result of this discussion. I'm sure others here checked it out and found what I found, ads for a software company, you're the first one to report otherwise (and yes right now it does seem to suddenly say something about Tonga.) I just looked at http://sfconsulate.gov.to/ and it is clearly about the Kingdom. I'm not sure what you saw.
My info about that server is old, it appears instead of being at the end of a 56k line at the consulate, it is now at one of Best's colo facilities.
The primary nameserver for TO, tonic.to, is still at the consulate.
