According to the national IPv6 residential recommendation 3GPP release 10 offers prefix delegation, which will facilitate this.
Having routable network is only benefit of IPv6 over IPv4, and if we just give customers connected /64 network, without routing /56 there, then customers will need NAT.
It’s not the only benefit, it is one of many benefits.
