I feel it's the same now as it was 5 years ago. Same spreadsheet and justification as years ago. I just got a /22 yesterday and it was no different from an ARIN allocation to a purchase and transfer.

They have changed their policies from what I can tell.  It was easier to get IPs when there were none and you were buying from an auction but now that they have them they want you to fill out a bunch of info and recertify everything.

ARIN has all the info on their website on how to request resources. It is not difficult. I've never had to call them before.
