Do they not have your routes present in their table *at all* or do they just not point them to you? If they have them but via another route, it may be that the shorter path for them is via the ISP you're not prepending. Though unless they've got free transit it would seem pretty dense not to use their own network to reach their own customer. Prepending 3 ASes isn't too much, you should be fine with that, I think.
