This is a matter of opinion not gospel. larger, this size, or smaller needs to be justified by your deployment plan.
More would just be obscene. Most small businesses don't need more than a /56 either, especially if you are breaking them up into different sites (versus assigning a /48 to customer and dividing that block up to different sites).
business customers can and will do whatever is necessary to support their model. I have sought and received a /43 direct assignment for a business will multiple sites. I have no trouble imagining that my upstreams would accommodate requests for PA /48s for each location as well. joel
