Here is a short form 1040/19 EZ that the U.S. Government could be using to allocate /19 CIDR Blocks.

If the government allocates IP addresses in the same way which it handles the internal affairs of its multitude of subdivisions, this owuld not be a viable solution. The scale and scope of the federal goverment is too broad for this issue and would be nearly the most inefficient way to go about IP allocation. -BR
