given that the latency to hop 9 is basically the same as hop14 you're looking at mpls... if the transpacific hop were on top of that you'd see at least another 100 ms added to the rtt between 9 and 11. it's 9655 miles IAD - SIN over the pole, realistically an actually fiber paths is likely more than 12000 so you'd expect to see ~more than 150ms rtt under the best circumstances...
