I am not quite sure why they put in the exception not to shorten one zero, but otherwise this is what most people would naturally come up with.
So that 2001:365:0:1213:0:0:0:5 gets shortened to 2001:365:0:1213::5 rather than 2001:365:)1213:0:0:0:5.
