That is precisely why you don't want somebody else to attempt it.
The only hope is for everybody to take personal responsibility for their little piece of it.
This situation has led to the growth of blacklists, and whitelists of all sorts. These, at least have some potential to drive dollars to hosts/providers with better records of behavior.
