Given that there are UK telephone numbers starting 911, this seems rather unlikely. By way of example, and to bring VoIP back into the discussion, Bristol (0117) 911 xxxx numbers all belong to Magrathea who appear to be the main VoIP-to-PSTN wholesaler for the UK. AFAIAA, Magrathea don't offer access to 112/999, but this is no great loss given that mobile phones are cheap, ubiqitous, and work pretty much everywhere in the UK.
