For anyone keeping track, it appears that Dallas area connectivity was restored between 2AM and 6AM on Dec 3rd. Most of the other engineers in the office are reporting the same thing.... I am in the SFBA and received a 12.233.190/23 IP this morning around 9-9:30am. Connectivity is back, even AT&T has no reverse DNS in place so far. Nor does my login to their website work (good that I have my email somewhere else ;-) )
